Was he talking about a BSA .22 Cal single shot Martini action?  They were quite common for .22 target and match shooting in the UK.
A square 10 made a great point.  I didn't get all that interested in shooting until I was in my 40's.  My Dad is now in his mid 80's and he has really enjoyed our long talks about shooting.  He still has a few of his old collection that we shoot in Ontario when I go up and visit a few times a year. He used to compete at Connaught ranges as part of the DCRA back in the early-mid 1960's.  I wonder if any of his old shooting friends with the DCRA are still around (probably not, because he was one of the younger ones, most were WWII veterans).

I wish these tired old eyes could still see a penny @ 200 yds, much less shoot it!

Don't worry shamu, he was 18 when he did his National Service and now 86,so if he lay prone to shoot, I doubt he would get up again. For someone who is usually very reticent on the phone, he waxed lyrical with plenty of advice when I mentioned I had joined a club. He can't remember the actual model gun, but the Parker Hale type sights seem similar from what I can remember.

They made several versions including one that bolted to the original through the peep hole & gave you that same disk below it & added windage.

Shamu. That peep site in the picture, does it require no drilling and tapping? Are they still available?

I think I got it figured out. It attaches to the ladder, using it for up/down. Windage adjustment gives new apeture left/right.

Now that's one I've not seen before.  You would think it would be a very popular addition to the No. 4 rifle and cheaper than the PH 5 series micometer sight.  I'd like to find one of those....although not likely match legal in our CMP "as issued" vintage military rifle.

It attaches through the existing peep aperture with a nut & bolt, so ND/NT. It gives you windage without modification, but your distance scale is no longer right.
Its called a "Parker-Hale Model 4  backsight", they are rare & so expensive, but many like them because they're compact & ND/NT. There was one on e-bay last week, not sure if its still there though.
This is the front view:
