would you resize new brass cases full length or neck only.

Generally I just neck size unless I got a rifle with a real tight chamber

New Brass comes full sized from the factory and is ready to prime, load, and seat the projectile.
 
On first re-loadings, if I'm going to reuse the brass in the same fire arm I neck size only

Dont know about New Rifle Brass ..But I do know that Pistol brass needs to be sized before you start ....You can ask Cotton Mouth about that ....

Rhino the pistol brass I have bought new did not require and sizing it was ready to go out the box.

Every time I tried new brass right out the box it buckled ...I have an example sitting on My bench in the Gun shop .... My .45 LC had to be sized so it would hold the projectile instead of letting it drop into the brass during loading ......After running the new brass through they stayed put and I was able to roll crimp them with no problem....

What size bllets were you loading? The new .45 Colt may have been sized for .454 bullets. I don't have much personal experience with this, all my pistol reloads start out as factory loaded ammo. Some rifle stuff I do buy as new brass. I've always sized those before loading, out of habit.

When I get a batch of new (unfired) brass, I first run it into the expander ball just to make sure the necks are round. Next, I load it up with my "mouse" load and lubricate the cartridges, to fireform them with no possibility of stretching. After that I neck size.
