I am pretty much done with my No4 Mk1/3 restoration and am pleased with it. The only issue is the buttstock is very fat it stands proud of the butt plate about 3 millimeters in all directions. Is the judicious use of rasp and sand paper in order or would that be an unspeakable act of Enfield defilement on my part?

I'd rasp it. It's a restoration, no? My original is flush. You may want to leave a fingernail's worth at the toe to protect the stock against bumps. If you're going to refinish the stock, then sand them down together. If you're not then wrap one or two layers od masking tape and sand down until you just break through the lower level of tape.
