Are these genuine No.4 Mk.1 Sniper markings?

Preface: (The TR and T stamps were intentionally double struck to raise  eyebrows if this rifle ever becomes the property of another caretaker.)

The No4Mk1* T rifles are marked as such from Holland & Holland. It should also be notated here that the Swivel King Screw is supposed to foul itself against the loop on the trigger guard, according to Peter Laidler. All T rifles should have a normal length butt stock in stalled and serialized to the rifle. The scope mount for Savage conversions should be serialized to the rifle as well, along with the matching scope number.

Yes the King Screw sling swivel should NOT rotate fully. That was done intentionally so as to not coil the sling.
If you have a screw that rotates fully it's civilian aftermarket one, frequently from Parker-Hale.

I would say this casts a bit of doubt over the rifle.
Like you say there should be an 'S' for a Holland and Holland conversion - I'm going to try and get a better photo of the righthand side of the receiver.

Everything  that Tony,(R.I.P.) has stated is factual.  His continued use of the phrase, "Buy the Rifle, not the Story" rings true with your particular weapon. Peter Laidler has some very insightful tips on how to distinguish a fake from the original as well.

Shamu. I just happen to have my faux L42A1 in .303 B on my bench. It has a king screw. After reading your post I tried to rotate the loop. It swivels just short of 1/2 turn both ways. Would this then be original? Thanks!

If it has a short shaft & the swivel loop hits the tie down ring then probably.
Look round the edges (at the bevel) for any markings thats where most of them were ID'd. It may be small & lightly struck.

The focus here being that, it is CLAIMED, that it is an early conversion at Maltby. 
Besides
Fazackerly for the initial run up of early trials rifles and then Holland & Holland for the remainder of the contracted run of the T conversions. 
No other facilities including Maltby had manufactured the T rifles.
