That would be a major change for a lot of small folks. The ITAR was a big hit for the small folks.

Should certainly help here in Canada, where many things that are perfectly legal to import are currently painful to export from America.

ITAR was fine, as originally written. It protected U.S. technology that was unique from being exported to be reverse engineered. Obama intentional perverted it to be an end run round to drive small sellers out of business.
