Its a Parker-hale modification to a standard Lee Enfield No4 Mk2. Supposedly the best of the No4's because of the repositioning of the trigger to a "bracket" on the action, instead of the trigger guard on the stock bottom. It was originally made at Royal Ordinance Factory Fazakerly in 1956.

It's a No4Mk2 rifle that has been modified for target shooting by Parker Hale.
The ball burnished barrel was a technique used for removing minor imperfections in the barrel by drawing a ball bearing through the barrel. It has probably had some different bedding adjustments as well.
It looks to be in lovely condition, it should shoot well.
It's nice to be important, but it's more important to be nice!

At one time, Parker Hale was a very reputable Rifle Maker. They are no longer in business unfortunately.

Its still a No4 Mk2, but with the notation "Regulated By Parkers", or something similar.
P-H did have rifles they renamed, some built on the L-E action but not the target rifles.
